Matthew Mercer and Harris Sandler, two senior staffers on Capitol Hill are bored with their government jobs. They are members of a secret group of government employees playing the Zero Game which uses congressional voting and governmental procedures for placing bets. The Zero Game is an anonymous wagering game where you bet on the likelihood of a piece of legislation passing. The stakes are minimal.

Matthew controls a seemingly innocent appropriation item of selling an abandoned South Dakota gold mine. It seems to be a sure thing to pass, so they bet their life savings. Things go horribly wrong. Matthew is killed, and Harris is targeted by a hired killer.

In fleeing the Capitol Harris enlists the aid of a Senate page, Viv Baker, who knows all the secret ways of escaping the building. They flee to South Dakota to inspect the abandoned gold mine to try to learn why they are being targeted. After almost facing death at the 8000 ft depth of the mine they escape back to Washington where they can trust no one and must find who is behind what has now become a murderous game. The outcome will come as a shock to all . . .

This is a fast-reading political thriller with much background of Washington, D.C. There is considerable background on the back rooms workings of the government. There are intelligent engaging characters with their agendas thoroughly developed. There are enough tense moments to keep the reader's interest especially the time spent in the bowels of the gold mine.
