The Flats, the dangerous section of Rocksburg that is known for domestic violence, is patrolled by three beat cops: William Rayford, the only black man on the force; Robert Canoza, and James Reseta.

Rayford has struggled to attain his position, hampered by his wife whom he loves to distraction who refuses to leave her voodoo-believing mother who was responsible for the death of their young son.

Canoza who refuses to wear his required bullet proof vest,is able to cope with barroom brawls but is frustrated when dealing with elderly women who lock their keys in their cars.

Reseta has difficulty adjusting to his daily life after his service in Vietnam.

We are taken on a tour of duty with these three men and follow the events of their night shift.

It is a study of these men more than their action in the Flats, showing how their characters and their lives are able to cope with events. The characters of the three men are developed in depth and make their strengths and weaknesses unforgettable.

This is also a story of the ordinary people in the Flats who are trying to cope with their problems. The repartee on the police briefings is both sharp and hilarious.
