Joe Pickett, Fish and Game Warden of Twelve Sleep County is called in by the Sheriff when an explosion blows up a cow and a couple of newlywed ecoterrorists. Most of the lawmen pass off the blast as a stunt gone wrong, but Joe isn't sure that's the case. In fact, the plastique was detonated by one of a pair of geriatric hit men who are slowly, and in bizarre ways, killing the leaders of the environmentalists.

Pickett is not allowed to forget that he once gave the Governor of Wyoming a ticket, nor that his gun was taken from him by a poacher during a confrontation, but he is an honest man and thinks that Stewie Woods and his bride of 3 days were not the victims of an accident but were murdered. He slowly and painfully traces the clues back to the Stockman's Trust, a group of developers and hobby ranchers, who, like the Republicans, think that the land, the minerals below ground, and all living creatures are to be exploited for the financial gain of the members of the Trust. Joe is appalled when he finds the distinctive head of a very large elk on the wall of one of the ranchers, not so much because it was killed out of season, but because the meat was left to rot, not brought to a shelter, where it could have been used to feed the hungry.

Maybe Joe doesn't always remember to use guns, and maybe he's in a part of the country where neither radios nor cell phones are very reliable, but he doggedly gets to the bottom of the problem, even when he is placed at risk. He understands that there must be room for saving endangered species and for people to earn their living in the semi-wilderness of Wyoming, and he staunchly defends that middle road. This is a worthy successor to Open Season.
